Since they merge to the master branch damn near daily, and it appears something changed with the assets since then which causes the current PPSSPP core to render with this garbage text. I assume you already have asset files in system/PPSSPP folder I did that and Retroarch still crashing every time I attempt to load a CSO in Windows 10. However, the assets folder you should be using comes from the official v1.9 release of PPSSPP, which was back in September and includes the latest libretro core update.
